1. Call to Order/Welcome

The Presiding Officer, Peter Lipman, called the meeting to order at 1:00 p.m. and welcomed all present.

The Chair welcomed new Council member Jean-Luc Bernard and introduced him to the members. She also welcomed Stefanie Achkewich and noted that she would be introduced after Council had formally appointed her to the vacant private school position.

It was noted that Marc Dubois and Bill Kirkwood comprised the Steering Committee.

That the Agenda for the November 15-16, 2012 Council meeting be approved.

3. Conflict of Interest

4. New Business

4.1 Appointment of Private School Member (GC20121115-114)

That Council appoint Stefanie Achkewich, OCT to fill the Council vacancy in the private school position.

5.1 Meeting, June 7-18, 2012 (GC20121115-84)

The following corrections were noted:

Page 13: Replace the name Peter Lipman with the name Bob Boyle as the presiding officer.

Page 17: Insert the word "elected" in the motion at the bottom of the page (relating to Recommendation 48).

Page 23: Delete the additional "be" in the sentence under Number 6 of the motion.

Page 29: Under Recommendation 44 make the words "member" and "committee" plural, and delete the additional word "members".

6.1 Independent Review of the College's Disciplinary Processes: Recommendations referred to Investigation, Discipline, Fitness to Practise and Quality Assurance Committees (GC20121115-88)

The Compendium Report noting the independent review recommendations that had been referred to committees of Council was received. The Registrar noted that he would deal with each recommendation separately and that discussion on each of the recommendations would follow accordingly. Each of the Chairs of the Investigation, Discipline, Fitness to Practise and Quality Assurance Committees spoke to the motions that were referred to their committees.

Recommendation 14

It was moved by Steering, " That Council recommend to the Minister of Education that the College's Act be amended to incorporate the intent of Recommendation 14 contained in the Review of the Ontario College of Teachers Intake, Investigation and Discipline Procedures and Outcomes, and the Dispute Resolution Program, May 31, 2012 , prepared by the Honourable Patrick J. LeSage, C.M. O.Ont, Q.C."

It was moved by Terry Price, seconded by Susan Robertson, and

CARRIED,

That Council amend Recommendation 14 by substitution to read as follows:

That Council recommend to the Minister of Education that the College's Act be amended by addition of a subsection 26.1(7) that the proposed resolution of a complaint being resolved through the College's Complaint Resolution Program may be considered by a single member of the Investigation Committee, notwithstanding the requirements of section 17(2) of the Ontario College of Teachers Act.

A vote was taken on the main motion, as amended, and it was

That Council recommend to the Minister of Education that the College's Act be amended by addition of a subsection 26.1(7) that the proposed resolution of a complaint being resolved through the College's Complaint Resolution Program may be considered by a single member of the Investigation Committee, notwithstanding the requirements of section 17(2) of the Ontario College of Teachers Act.

Recommendation 15

It was moved by Steering, " That Council recommend to the Minister of Education that the College's Act be amended to incorporate the intent of Recommendation 15 contained in the Review of the Ontario College of Teachers Intake, Investigation and Discipline Procedures and Outcomes, and the Dispute Resolution Program, May 31, 2012 , prepared by the Honourable Patrick J. LeSage, C.M. O.Ont, Q.C."

It was moved by Terry Price, seconded by Susan Robertson, and

That Council amend Recommendation 15 by substitution to read as follows:

That Council recommend to the Minister of Education that the College's Act be amended by the addition of following subsections 26. 1 (5) and 26.1(6)

Complainant not a party

(5) The complainant is consulted in the complaint resolution process but is not a party to any proceeding.

Consultation

(6) As part of the complaint resolution process and where appropriate in the public interest, the complaint resolution officer may consult the employer of the member if the employer is not the complainant.

A vote was taken on the main motion, as amended, and it was

It was moved by Susan Robertson and seconded by Terry Price, " That Council amend Recommendation 26 by substitution to read as follows: That Council recommend to the Minister of Education that the College's Act be amended to provide that where the matter relates to a member who, at the time relevant to the matter under consideration, was a principal or vice-principal, the panel of the Investigation Committee, Discipline Committee or Fitness to Practise Committee hearing that matter must include a member who is currently, or was employed as a principal or vice-principal in the last five years, if the conduct at issue flows from a managerial action."

It was moved by Liz Papadopoulos, seconded by Marc Dubois, and

That the amendment motion be amended by the deletion of the words "Investigation Committee" "or Fitness to Practise Committee, and "in the last five years", to read as follows:

That Council recommend to the Minister of Education that the College's Act be amended to provide that where the matter relates to a member who, at the time relevant to the matter under consideration, was a principal or vice-principal, the panel of the Discipline Committee hearing that matter must include a member who is currently, or was employed as a principal or vice-principal, if the conduct at issue flows from a managerial action.

A vote was taken on the amendment motion as amended, and it was

That the motion be amended by substitution to read as follows:

That Council recommend to the Minister of Education that the College's Act be amended to provide that where the matter relates to a member who, at the time relevant to the matter under consideration, was a principal or vice-principal, the panel of the Discipline Committee hearing that matter must include a member who is currently, or was employed as a principal or vice-principal, if the conduct at issue flows from a managerial action.

That Council recommend to the Minister of Education that the College's Act be amended to provide that where the matter relates to a member who, at the time relevant to the matter under consideration, was a principal or vice-principal, the panel of the Discipline Committee hearing that matter must include a member who is currently, or was employed as a principal or vice-principal, if the conduct at issue flows from a managerial action.

It was moved by Terry Price and seconded by Susan Robertson, " That Council recommend that the Registrar develop an administrative guideline to determine in what cases a principal or vice-principal is required to be part of the panels of Investigation, Discipline and Fitness to Practise to be approved by the Investigation, Discipline and Fitness to Practise committees."

It was agreed by unanimous consent that the deletion of the words Investigation and Fitness to Practise from the above motion was in accordance with the previous motion and was a friendly amendment.

A vote was taken on the main motion as amended, and it was

That Council recommend that the Registrar develop an administrative guideline to determine in what cases a principal or vice-principal is required to be part of the panels of Discipline to be approved by the Discipline Committee.

Recommendation 33

It was moved by Steering, " That Council recommend to the Minister of Education that the College's Act be amended to incorporate the intent of Recommendation 33 contained in the Review of the Ontario College of Teachers Intake, Investigation and Discipline Procedures and Outcomes, and the Dispute Resolution Program, May 31, 2012 , prepared by the Honourable Patrick J. LeSage, C.M. O.Ont, Q.C."

It was moved by Steering, and

That Council table the following motion to an appropriate time later in the meeting:

That Council recommend to the Minister of Education that the College's Act be amended to incorporate the intent of Recommendation 33 contained in the Review of the Ontario College of Teachers Intake, Investigation and Discipline Procedures and Outcomes, and the Dispute Resolution Program, May 31, 2012 , prepared by the Honourable Patrick J. LeSage, C.M. O.Ont, Q.C.

7. Committee Reports

7.1 Finance Committee

7.1.1 Finance Committee Report (GC20121115-97)

The report of the Finance Committee was received. The Chair,
Marie-Louise Chartrand, spoke to the report and noted that the committee was presenting a balanced budget for 2013 to Council. She also noted that Council members had had the opportunity to attend a pre-budget briefing on September 20th and a budget briefing on November 1st.

7.1.2 Ontario College of Teachers 2013 Budget (GC20121115-98)

The Deputy Registrar, Joe Jamieson, reviewed the 2013 Budget with Council members on a page-by-page basis.

It was moved by Marie-Louise Chartrand, Chair of the Finance Committee, and

CARRIED,

That Council approve the 2013 budget. (GC20121115-98)

It was agreed that Council would hold a session to review the principles to guide the development of a communication strategy to increase public awareness of the College.

8. Business Arising (Continued)

8.1 Independent Review of the College's Disciplinary Processes: Recommendations referred to Investigation, Discipline, Fitness to Practise and Quality Assurance Committees (GC20121115-88) (Continued)

It was moved by Steering, and

That Recommendation 33 be lifted from the table.

It was moved by John Tucker, seconded by Vicki Shannon, and

That Council amend Recommendation 33 by substitution to read as follows:

That Council recommend to the Minister of Education that the College's Act be amended by the deletion of subsections 30(5), para 3 and 30(8) and that following sections be added:

Publication

30.1 (1) The College shall publish a panel's decision and reasons on its website, the decision and reasons or summary in the College's official publication and may publish the decision and reasons or summary in any other publication of the College.

Publication of member's name

(2) In publishing a decision and reasons or summary under subsection (1), the College shall publish the name of the member who was the subject of the proceeding if the decision and reasons were issued after a public hearing

Exception

(3) The College shall publish a decision and reasons or a summary of a panel's decision and reasons in the official publication of the College only where the member was found guilty of professional misconduct or found to be incompetent and the matter took place in a public hearing.

(4) No action shall be taken under this section which violates a publication ban, and nothing in this section requires or authorizes the violation of a publication ban.

It was noted that the word "mater" should be "matter" in number (3) under the heading Exception.

A vote was taken on the main motion, as amended, and it was

That Council recommend to the Minister of Education that the College's Act be amended by the deletion of subsections 30(5), para 3 and 30(8) and that following sections be added:

Recommendation 42

That the following recommendation be tabled to the following day:

That Council recommend to the Minister of Education that O. Reg 72/97 be amended to include a provision for the Discipline Committee to designate one panel member to write a decision with reasons within 60 days and to prescribe a maximum of four months to release a decision and any dissenting decision if any.

9. Joseph W. Atkinson Scholarship Award

(Timed Item: Thursday, November 15, 2012 at 4:45 p.m.)

The Chair, Liz Papadopoulos, welcomed the award recipient, Jennifer Parker and her guests to the Council meeting.

The Chair stated that the Joseph W. Atkinson Scholarship, named for the second Registrar of the Ontario College of Teachers, provided $2,000 to a student accepted into one of Ontario's consecutive or concurrent programs proceeding to their final year who had demonstrated exceptional academic achievement and community involvement. She noted that the purpose of the scholarship program is to support excellence in teacher education through the awarding of scholarships, bursaries and prizes to assist in the education of teachers or those wishing to become teachers.

The Chair noted the achievements of the 10th recipient of the award, a teacher candidate at Queen's University, and declared Jennifer Parker the recipient of the 2012-2013 Joseph W. Atkinson Scholarship. The Chair and Registrar presented the tenth recipient with the scholarship award.

Jennifer Parker addressed Council and thanked them for honouring her with the award.

The Chair of Council welcomed and introduced Gail Lilley, the Chair of the Public Interest Committee, to Council.

The report of the Public Interest Committee was received. The Chair of the Public Interest Committee spoke to the report.

The Chair thanked Gail Lilley for her report.

It was moved by Liz Papadopoulos and seconded by Kara Smith, " That Council request the Investigation, Discipline and Fitness to Practise Committees consider an amendment to the College's legislation to give the Investigation Committee the authority to order a medical assessment of a member's fitness to practise."

It was moved by Liz Papadopoulos and seconded by Marc Dubois, "That Council refer the following recommendation of the Public Interest Committee to the Investigation, Discipline and Fitness to Practise committees for study and report to the April 2013 meeting of Council:

That Council request the Investigation, Discipline and Fitness to Practise Committees consider an amendment to the College's legislation to give the Investigation Committee the authority to order a medical assessment of a member's fitness to practise."

It was agreed that changing the date to the June 2013 meeting of Council was a friendly amendment.

A vote was taken on the referral motion, as amended, and it was

That Council refer the following recommendation of the Public Interest Committee to the Investigation, Discipline and Fitness to Practise committees for study and report to the June 2013 meeting of Council:

That Council request the Investigation, Discipline and Fitness to Practise Committees consider an amendment to the College's legislation to give the Investigation Committee the authority to order a medical assessment of a member's fitness to practise."

That Recommendation 42 be lifted from the table.

It was moved by John Tucker, seconded by Vicki Shannon, and

That Council amend Recommendation 42 by substitution to read as follows:

That Council recommend to the Minister of Education that O. Reg. 72/97 be amended by the addition of the following subsections under
section 22:

(5) The panel shall use its best efforts to deliver an oral decision at the completion of the hearing.

(6) The chair of a panel of the Committee may designate a member of the panel to write a full draft of the decision and reasons of the panel within 60 days following the completion of the hearing, and to immediately circulate the draft to all panel members.

(7) The decision and reasons of the panel, including any dissenting opinions, shall be released to the parties and the public no later than 120 days following the decision of the panel in the hearing.

(8) Where a panel member has commenced a hearing together with other panel members and is for any reason unable to participate in the giving of the decision, the remaining panel members may complete the hearing and give the decision of the panel but, if the remaining panel members are equally divided, a party may request that the matter be reheard.

A vote was taken on the motion, as amended, and it was

Recommendation 49

It was moved by Steering, That Council recommend to the Minister of Education that members of the Investigation, Discipline and Fitness to Practise Committees should be prohibited from holding any elected or appointed union/association positions during their tenure on those committees. "

It was moved by Clyde Glasgow, Chair of the Quality Assurance Committee, and CARRIED,

That Council direct the Quality Assurance Committee to consider Council member input prior to drafting its recommendations regarding the Independent Review recommendation #49:

That Council recommend to the Minister of Education that members of the Investigation, Discipline and Fitness to Practise Committees should be prohibited from holding any elected or appointed union/association positions during their tenure on those committees.

The Chair of the Quality Assurance Committee requested that Council members provide him with feedback by December 6, 2012.

12. Registrar's Report

12.1 Report (GC20121115-89)

The Registrar's Report was received. The Registrar noted the five strategic priorities established for 2012.

In response to requests by Council members, the Registrar undertook to:

1. Date surveys that are posted on CouncilNet;

2. Post the results of the surveys on CouncilNet;

3. Investigate internet login access for Council members.

The Ontario College of Teachers Financial Report as at September 30, 2012 was received. The Deputy Registrar, Joe Jamieson, spoke to the report.

13. Chair's Report

13.1 Report (GC20121115-91)

The Chair, Liz Papadopoulos, advised that she and Danny Anckle had attended a board member training session at the 2012 CLEAR conference and recommended that other Council members use their professional development funds to attend similar training sessions. She passed around a sample of the material presented at the conference. She advised that she would post possible professional development opportunities for Council members on CouncilNet.

14. Committee Reports (Continued)

14.1 Executive Committee (GC20121115-92)

The report of the Executive Committee was received. The Chair,
Liz Papadopoulos, spoke to the report. She advised members that a special meeting of the Executive Committee had taken place the previous day at which time the committee had appointed Terry Price to the Quality Assurance Committee and Stefanie Achkewich to the Discipline and Finance Committees.

She noted that a new sub-committee to review the criteria for the two new scholarships or awards had been created and that its members were Marie-Louise Chartrand, Gale Dores and herself. The sub-committee would be meeting on December 6th and the report of this committee would be presented to Council at its meeting in April 2013.

14.2 Investigation Committee (GC20121115-93)

The report of the Investigation Committee was received. The Chair,
Terry Price, spoke to the report and advised that Jacqueline Gray had been elected as the vice-chair of the committee.

14.3 Discipline Committee (GC20121115-94)

The report of the Discipline Committee was received. The Chair, John Tucker, spoke to the report and advised that Monika Ferenczy had been elected as the vice-chair of the committee. He informed members that the committee had scheduled an additional training session on December 5th.

14.4 Fitness to Practise Committee (GC20121115-95)

The report of the Fitness to Practise Committee was received. The Chair,
Louis Sloan, spoke to the report and advised that Shanlee Linton had been elected as the vice-chair of the committee. He informed members that the committee had scheduled an additional training session on December 5th.

14.5 Registration Appeals Committee (GC20121115-96)

The report of the Registration Appeals Committee was received. The Chair,
Marc Dubois, spoke to the report and advised that Alexander (Sandy) Bass had been elected as the vice-chair of the committee. He welcomed Jean-Luc Bernard to the committee.

Douglas McCarthy assumed the role of Presiding Officer.

14.6 Standards of Practice and Education Committee
(GC20121115-99)

The report of the Standards of Practice and Education Committee was received. The Chair, Gale Dores, spoke to the report and advised that Susan Robertson had been elected as the vice-chair of the committee.

14.7 Accreditation Committee (GC20121115-100)

The report of the Accreditation Committee was received. The Chair,
Bill Kirkwood, spoke to the report and advised that Angela De Palma had been elected as the vice-chair of the committee.

14.8 Accreditation Appeal Committee (GC20121115-101)

The report of the Accreditation Appeal Committee was received. The Chair, Marie-Louise Chartrand, spoke to the report and advised that Demetri Vacratsis had been elected as the vice-chair of the committee.

14.9 Human Resources Committee (GC20121115-102)

The report of the Human Resources Committee was received. The Chair,
John Tucker, spoke to the report and advised that Wes Vickers had been elected as the vice-chair of the committee.

14.10 Editorial Board (GC20121115-103)

The report of the Editorial Board was received. The Chair, Christine Bellini, spoke to the report and advised that Monika Ferenczy had been elected as the vice-chair of the committee. She welcomed Jean-Luc Bernard to the committee.

14.11 Election Committee (GC20121115-104)

The report of the Election Committee was received. The Vice-Chair,
Matthew Kavanagh, spoke to the report. He advised that he had been elected as the vice-chair of the committee.

With respect to the members' survey related to the Council election it was noted that the Registrar would set aside the name of an Election Committee member, if a member of the committee won the IPad offered as an incentive to participate in the survey.

14.12 Nomination Committee (GC20121115-105)

The report of the Nomination Committee was received. The Chair,
Danny Anckle, spoke to the report and advised that Irene Dembek had been elected as the vice-chair of the committee.

14.13 Quality Assurance Committee (GC20121115-106)

The report of the Quality Assurance Committee was received. The Chair,
Clyde Glasgow, spoke to the report and advised that Bill Kirkwood had been elected as the vice-chair of the committee.

15. Correspondence (GC20121115-108 to -113)

The following items of correspondence were received for information:

· Letter to the Minister of Education re Independent Review Recommendations on the College's Investigation and Discipline Procedures and Outcomes, and the Dispute Resolution Program (GC20121115-108)

· Letter to the Minister of Education re Amendments to the Ontario College of Teachers Act (GC20121115-109)

· Letter to the Minister of Education re Amendment to College Regulations (GC20121115-110)

· Letter to the Minister of Education re the Ontario College of Teachers 2011 Annual Report (GC20121115-111)

· Letter to the Minister of Education re Professional Designation for Members of the Ontario College of Teachers (GC20121115-112)

· Letter to the Minister of Education re Invitation to address November 2012 Council meeting (GC20121115-113)

The Chair advised that she would write another letter to the Minister of Education and invite her to address the April 2013 Council meeting since she had not been able to attend the November Council meeting.

16. New Business (Continued)

16.1 College Bylaws - Proposed Amendments

16.1.1 Proposed Amendments to Section 25 - Contents of the Register (Independent Review of the College's Disciplinary Processes Report Recommendation to add a reference to a Notice of Hearing or undertakings/results of a a proceeding on the College's website) (GC20121115-116)

The Registrar spoke to the proposed amendments to the College bylaws, read in as a Notice of Motion at the June 2012 Council meeting.

It was moved by Steering, and

CARRIED,

That the Council approve the following amendments to section 25.01 (Contents of the Register) of the College's bylaws by the addition of the following clauses (g), (h) and (i) so the section would read:

25.01

In addition to the information prescribed by Section 23 of the Act, the register shall contain:

(g) " a notation that a Notice of Hearing has been issued, as a result of referral from the Investigation Committee to the Discipline Committee, and the notation will remain on the register until the matter has been resolved"

(h) "a summary of a restriction imposed on a member's right to teach (practise) as a result of an undertaking or an agreement entered into between the member and the College or one of its statutory committees"

( i) "a summary of a restriction imposed on a member's right to teach that has been imposed by a court or other lawful authority, including the name of the court or other lawful authority that imposed the restriction, and the date the restriction was imposed."

16.1.2 Proposed Amendment to Section 28 - Complaints ((Independent Review of the College's Disciplinary Processes Report Recommendation to permit complaints to be filed in alternate mediums, tape, film, etc.) (GC20121115-117)

The Registrar spoke to the proposed amendments to the College bylaws, read in as a Notice of Motion at the June 2012 Council meeting.

It was moved by Steering, and

CARRIED,

That the Council approve an amendment to section 28.01(a) (Complaints) of the College's bylaws by adding the following "or is recorded on a tape, film, disk or other medium" so the section would read:

28.01 A complaint filed pursuant to section 26 of the Act shall:

(a) be in writing or recorded on a tape, film, disk or other medium

16.2 Guidelines for the Provision of Personal Computers for Council Members (GC20121115-118)

Council is required to review guidelines associated with the purchase of personal computers once in each three year term. The Registrar reviewed the Guidelines for the Provision of Personal Computers for Council Members with members and noted that the changes to the report had been tracked.

It was moved by Steering, "That Council approve the changes to the Guidelines for the Provision of Personal Computers for Council Members as outlined in document GC20121115- 118."

It was moved by Liz Papadopoulos, seconded by Marc Dubois, and

CARRIED,

That Council approve amending the Guidelines for the Provision of Personal Computers for Council Members by substituting the word "detailed" with the word "itemized" under point 8.

It was moved by Terry Price, seconded by Susan Robertson, and

CARRIED,

That Council refer the following motion to the Executive Committee for study and report to the April 2013 Council meeting:

That Council approve the changes to the Guidelines for the Provision of Personal Computers for Council Members as outlined in document GC20121115- 118.

16.3 Cancelled Certificates - Applications from Former College Members (GC20121115-119)

The Registrar spoke to the briefing note on Cancelled Certificates - Applications from Former College Members and advised that the text of the proposed changes to Regulation 176/10 were contained in the Appendix.

It was moved by Steering, and

CARRIED,

That Council approve the text of proposed changes to Regulation 176/10, Teachers' Qualifications, re Cancelled Certificates - Applications from former College members, as outlined in the appendix of document GC20121115-119.

16.4 Council Member Harassment and Discrimination Policy (GC20121115-120)

The Registrar spoke to the Council Member Harassment and Discrimination Policy and noted that a similar policy had been introduced for staff at the College. He also noted that Council members had attended a briefing session the previous day which dealt with the Council Member Harassment and Discrimination Policy.

It was moved by Steering, "That Council approve the Council Member Harassment and Discrimination Policy as outlined in document
GC20121115-120."

It was moved by Liz Papadopoulos, seconded by Marie-Louise Chartrand, and CARRIED,

That Council refer the document Council Member Harassment and Discrimination Policy ( GC20121115-120) to the Executive Committee for further study and report to the April 2013 meeting of Council.

17. Notices of Motion

The following Notices of Motion were read into the Minutes for consideration at the
April 2013 Council Meeting:

17.1 College Bylaws - Housekeeping Amendment
(Section 31:04 - Information to be Provided to the College - removal of a duplicate passage)
(GC20121115-121)

Moved by Steering:

That Council approve that section 31 of the bylaws of the Ontario College of Teachers be amended by deleting the following section:

31.04 If there is a change to the information provided under section 31.01, the member shall notify the Registrar in writing of the change within thirty (30) days of the effective date of the change.

17.2 College Bylaws - Proposed Amendment to
Section 25 - Contents of the Register (Section 25.01) (GC20121115-124)

Moved by Steering:

That Council approve that section 25 of the bylaws of the Ontario College of Teachers be amended by adding the following subsection:

25.01 In addition to the information prescribed by section 23 of the Act, the register shall contain:

b. subject to any order of the Discipline or Fitness to Practise Committees, if a finding of professional misconduct, incompetence or incapacity has been made:

vii. if a member is reinstated following cancellation or revocation of the member's certificate a notation to that effect.

17.3 College Bylaws - Proposed Amendment to
Section 26 - Information to be removed from the Register (Section 26.01) (GC20121115-124)

Moved by Steering:

That Council approve that section 26 of the bylaws of the Ontario College of Teachers be amended by the following additions and deletions:

26.01 Notwithstanding section 23 of the Act, and other provision of the bylaws:

a. if:

i. a finding of professional misconduct , incompetence or incapacity was made against a member, and

ii. the penalty imposed was limited to a reprimand, admonishment, counselling, or a fine, and

iii. at least three (3) years have elapsed since the penalty order became final,

the finding of professional misconduct , incompetence or incapacity and the notation of the finding penalty shall be removed from the register, subject to any order of the Discipline Committee. or Fitness to Practise Committees ;

b. if:

i. a finding of professional misconduct, incompetence or incapacity was made against a member

ii. the order imposed was limited to terms, conditions or limitations were imposed upon a member's certificate, and

iii. the terms, conditions, or limitations have been removed fulfilled or removed from the certificate

the fact and content of the terms, conditions, or limitations and the notation of the finding shall be removed from the register, subject to any order of the Discipline or Fitness to Practise Committee.

19. Adjournment

The Chair noted that this would be the last Council meeting for Danny Anckle who has served Council since March 2006. She informed Council members that Danny Anckle's term of office concluded on February 28, 2013. She thanked him for the contributions he had made to the teaching profession and to Council.

Danny Ankle addressed Council and stated that he had enjoyed his term on Council and thanked Council members and staff for their support.

The Chair also thanked Council members, the speakers and staff for their contributions and support over the past two days.

The meeting adjourned at 12:25 p.m.
