1. Call to Order
The Presiding Officer, George Merrett, called the meeting to order at 9:07 a.m. and welcomed all present. Council was reminded that the Steering Committee was comprised of Marilyn Laframboise and Solette N. Gelberg.

That the Agenda for the May 4, 2001 Special Meeting of the Council of the Ontario College of Teachers be approved.
3. Business
3.1 Finance Committee Report
3.1.1 Audited Financial Statements for the year ended December 31, 2000 (GC20010504-60, 61, 62)
The Chair of the Finance Committee, Solette N. Gelberg, introduced
Bryan Graham of PricewaterhouseCoopers who reviewed the audited financial statements for 2000 and provide an overview of the audit process. The Chair, Larry Capstick thanked Bryan Graham for his report.
It was moved by Solette N. Gelberg, Chair of the Finance Committee, and
CARRIED,
That the Audited Financial Statements for the year ended 2000 be accepted.
3.2 Teacher Supply and Demand (GC20010504-64)
The Chair, Larry M. Capstick, said that this meeting would provide Council members with the opportunity to review the issue of Teacher Supply and Demand and to provide leadership and direction to staff of the College on this matter.
The Registrar, J.W. (Joe) Atkinson, provided an overview of events, which had taken place since 1998 when the College had first published a report on the Issue of Teacher Supply and Demand in Professionally Speaking/Pour parler profession. He introduced Frank McIntyre, Human Resource Manager, Ontario College of Teachers.
Frank McIntyre made a slide-presentation on Teacher Supply and Demand in Ontario. A brief question and answer period followed.
Following the presentation, members of Council were split into four discussion groups to examine four general themes related to Teacher Supply and Demand:

Communication and Outreach
-
Teacher Education
-
Incentives/Flexible Arrangements
The meeting recessed at 10:50 a.m. so that the discussion groups could consider issues related to these themes.
The meeting resumed at 1:25 p.m. The groups reported back to Council on the issues they had discussed and provided a summary of suggestions. Each group report was followed by a question and answer session.

That the recommendations from discussion groups be referred to the Registrar for consolidation and consultation and report back to the November 8-9, 2001 Council meeting.
3.3 2000 Annual Report (GC20010504- 63)
The draft English and French versions of the 2000 Annual Report of the College were received. Council members were asked to convey any corrections to the Chair, Larry Capstick.
4.1 Teacher Testing
The Registrar, J.W. (Joe) Atkinson, provided an update on the status of teacher testing. He reported that the Minister of Education had confirmed that the College would be a part of the stakeholder consultation sessions addressing this issue. He reported that the Deputy Registrar, Doug Wilson, and
Dr. Linda Grant would represent the College by participating on the work groups dealing with the Ontario Teacher Qualifying Test. Doug Wilson is also the College representative to each of the three groups dealing with the maintenance of certification initiative. Margaret Aubé is the College representative on the Performance Appraisal work group.
4.2 Criminal Records Screening
The Registrar, J.W. (Joe) Atkinson, reported that the Minister of Education had confirmed that the College would be part of a work group on Criminal Records Screening.
