Linda Lacroix, OCT
Registrar & CEO
Linda Lacroix, OCT, is a seasoned educator with more than 30 years of
experience in the education sector, most recently as the College’s
Interim Deputy Registrar. Prior to joining the College as Director of
Investigations & Hearings in 2020, she held several leadership
positions, including, Director, French Language Teaching and Learning
Branch, at the Ministry of Education.
From 2013 to 2018, Linda was the superintendent of education for the Conseil
scolaire public du Nord-Est de l’Ontario. During her career, she was a
school principal for 15 years and has been and continues to be a member of
various provincial committees, networks, as well as community-level
ventures.
She serves her community as Vice-Chair of the Board of Directors for the
West Nipissing General Hospital and as Chair of the Health Quality Assurance
Committee for the same hospital.Linda holds a master's in education from the
Université d’Ottawa, and a bachelor’s degree in education
as well as a bachelor of arts from Laurentian University.
Jamie Robertson, OCT
Deputy Registrar and Interim Director of Corporate Services
Jamie joined the College as Director of Investigations & Hearings in September 2022 and was appointed to the role of Interim Deputy Registrar in January 2023.
Jamie came to the College with significant experience in public education, benefitting from a variety of roles with the Peel District School Board, Limestone District School Board and also the Calgary Board of Education. He has been a classroom teacher, Principal, and Superintendent. He gained significant leadership experience in Human Resources in Peel.
Jamie is an Ontario Certified Teacher, and he holds a Bachelor of Education from the University of Alberta and Master of Arts in Education Policy and Administrative Studies from the University of Calgary.

Andy Rosenhek
Director of Investigations and Professional Conduct
Andy Rosenhek is a bilingual lawyer with significant expertise in administrative law and the College’s disciplinary processes. Prior to joining the College in 2014, he served as a judicial law clerk for the Justices of the Supreme Court of Ghana, helped develop human rights policy while working for the Permanent Mission of Canada to the United Nations in Geneva, and worked for a boutique litigation firm in Toronto.
Andy is committed to the College’s public interest mandate and has dedicated his career to the protection of students. He is a recognized leader in the area of professional discipline within Ontario’s regulatory community. He co-founded the Adjudicative Tribunals Network to facilitate the sharing of best practices and emerging trends among disciplinary tribunals in the province. He has served in leadership roles at the College, including Manager of Tribunals and Interim Manager of Policy and Governance. In these roles, he modernized and streamlined the College’s hearings processes, consulted on the College’s progressive regulatory governance reform, and collaborated with the Ministry of Education and other key stakeholders to address pressing issues that impact Ontario’s education system.
Andy obtained his Common Law and Civil Law degrees from McGill University, where he also completed a Bachelor of Science (Psychology) degree.
Stefanie Muhling, OCT
Director of Membership Services
Stefanie Muhling, OCT, joined the College in 2018 and has held progressively senior roles, including her most recent position as Manager of Standards of Practice and Accreditation. In this role, she led key initiatives such as the development of a revised Additional Qualification (AQ) guideline template that introduced a criterion-based approach to the AQ accreditation process.
Prior to her time at the College, Stefanie worked as an Education Officer for the Ministry of Education, where she supported the New Teacher Induction Program (NTIP) for French-language school boards. She also coordinated a bilingual teacher education program, contributing to policy and program development. Her diverse career spans teaching and leadership roles in schools from the Eastern Arctic to downtown Toronto.
An Ontario Certified Teacher with Principal and Supervisory Officer qualifications, Stefanie holds an MA and PhD from the Ontario Institute for Studies in Education. Her academic contributions include research on associate teachers and teacher professional learning, as well as quality assurance in language education.
Saran Ragunathan, OCT, JD
Director of Policy, Governance and Tribunals
Saran joined the College in 2012, serving as a Policy Analyst for nearly a
decade, and played a critical role in the implementation of numerous
high-profile initiatives through the development of regulatory amendments,
supporting the development of the Accreditation Resource Guide and providing
strategic advice to minimize risks to the profession and the College.
Saran was promoted to the role of Manager of the Accreditation Unit in early
2023. As Manager, he worked closely with his team to support the
Accreditation Committee. Saran also worked closely with stakeholder groups,
such as the Ontario Association of Deans of Education, the Independent Deans
and Directors of Education of Ontario, the Ontario Teachers’
Federation, the Council of Ontario Directors of Education, and the Ministry
of Education to move sector wide initiatives forward, such as the
Transitional Certificate.
Prior to joining the College, Saran worked as a lawyer at Fraser Milner
Casgrain LLP (now Dentons).
Saran holds a Juris Doctor from the University of Western Ontario, alongside
a Bachelor of Education and an Honours Bachelor of Arts from the University
of Toronto.
Anna-Marie Nielsen, OCT
Director of Standards of Practice and Accreditation
Anna-Marie Nielsen, OCT, is the College’s Director of Standards of
Practice and Accreditation.
Anna-Marie joined the College’s Accreditation Unit as a Bilingual
Program Officer in 2015, during the transition to the four-semester initial
teacher education program. Later, as Manager of the Accreditation Unit, she
demonstrated continued leadership by guiding her team through accreditation
reviews of more than fifty initial teacher education programs across
Ontario.
Prior to joining the College, and informed by her academic background in
science, Anna-Marie worked as a Curriculum Developer and Pedagogical
Reviewer in elementary mathematics for the Ministry of Education. In
addition, she was a curriculum consultant in such diverse areas as science,
numeracy, instructional technology, and environmental education. She has
also worked as a math content reviewer for the Education Quality and
Accountability Office and acquired rich classroom experience teaching
students from kindergarten to Grade 12.
From 2005-2006, Anna-Marie facilitated courses on patterning and algebraic
reasoning as a visiting lecturer at James Cook University’s Faculty of
Education. She has also developed and taught online Additional
Qualifications courses for providers in Canada and the U.S.
Anna-Marie is also an experienced presenter who has represented the College
at several conferences and is currently Chair of the Association of
Accrediting Agencies of Canada.
